Headcanon (sort of)
This Bill is given some background based on this image:
Can't read Japanese, but it's fairly clear what's gone on. Giovanni using Bill for less than savory means and paying him off with the S.S.Anne ticket. Pleasant!
This Bill helped take care of Silver, sort of becoming that Silver's "ma". As such, that Silver has a hilarious hick accent and a muuuuch more complicated story. As for Bill? He sits in his cottage and sulks over poor life choices, and looks out for Silver whenever he comes by.
